Why are we unable to forward smartmails?

One of the highest security rules for smartmail secure email processing is the following:

The email address used to login to the smartportal MUST be a recipient of the smartmail or access will be denied.

Any recipients that was NOT a part of the original smartmail distribution will be denied access to the smartmail – and – because they were not a part of the original distribution, they will not be able to register for access to smartportal to view the smartmail.
